About 400 Dogs Seized From Washington State Puppy Mill

The nearly 400 American Eskimo Dogs seized from a Kennewick, Wash., kennel by The Benton County Sheriff's Office and The Humane Society of the United States have been moved to shelters in Washington and Oregon to begin their new lease on life. The last dogs cared for at the Benton County Fairgrounds temporary shelter were released to local animal shelters this morning; staff and volunteers will close the temporary shelter today.

The Humane Society of the United States assisted the Benton County, Wash., Sheriff's Office Wednesday with the seizure of hundreds of dogs from a Kennewick, Wash., puppy mill. Nearly 400 dogs rescued from the mill were relinquished Thursday, enabling The HSUS to reach out to selected shelters and rescue groups to take in the miniature American Eskimo dogs.
Ella Stewart, owner and operator of Sun Valley Kennel, has not been charged in connection with the Benton County Sheriff's Office's seizure of her animals Wednesday. She was charged in early May with one count of second-degree animal cruelty, prompting the continued investigation. Prosecutors are considering additional charges.
Stewart surrendered the animals to the Sheriff's Office Wednesday, and Sheriff Larry Taylor is working with the Benton County Prosecutor's Office to transfer custody of the animals, who can then be placed up for adoption. Meanwhile, The HSUS staffers, local veterinarians and other animal welfare workers continue to care for the dogs at the temporary shelter at Benton County Fairgrounds.
The dogs lived in deplorable conditions: some were confined to shopping carts, while others spun circles in rusty pens caked with feces. The smell of hot urine emanated from the property, which was lined with pens and more makeshift cages created with plywood and rusty metal doors. Some of the dogs suffered from malnutrition, urine burns, and overgrown nails.
"None of these dogs have felt the security of solid ground beneath them nor the comfort of a loving home," said Dan Paul, The HSUS's Washington state director. "Cases like this illustrate the exact reason why enacting legislation like Washington's S.B. 5651 is so critical. One person cannot reasonably take care of this many animals, period."
S.B. 5651, recently signed into law by Gov. Christine Gregoire, will crack down on puppy mills by putting a cap on the number of dogs these facilities can keep and by establishing some basic animal welfare standards. The law takes effect Jan. 1, 2010.
The Humane Society of the United States, assisted by United Animal Nations and Spokane Humane Evacuation Animal Rescue Team (HEART), worked throughout the day Wednesday to assess, examine and catalogue the animals. The dogs will be taken to a temporary shelter under The HSUS' care.
Breeding dogs at puppy mills must endure constant breeding cycles and are typically confined to a puppy mill for years on end, without ever becoming part of a family. Dogs at puppy mills typically receive little to no medical care, live in squalid conditions with no exercise, socialization or human interaction, and are confined inside cramped wire cages for life.

Comments: In our last conversation, Dad asked me to bring him an article about a similar Washington effort. It's hard to believe this will effectively ban puppy mills - I'm sure they can get by with fewer than 50!! fertile dogs. But breeders fought this legislation hard. I think Dad would be pleased.

SALEM -- Legislation cracking down on inhumane puppy mills is headed to Gov. Ted Kulongoski.
House Bill 2470 caps the number of sexually intact dogs a breeder may have at 50. The proposal spells out the size of their pens and how much exercise they get.
"They're cute, they're cuddly, they're playful, and no one wants to think about where they come from," said Sen. Diane Rosenbaum, D-Portland.
The proposal requires pet stores to keep health history and other information on the dogs, and allows a customer to have up to a year to get a refund if their puppy is discovered to have a congenital defect.
The vote was 18 to 10 in the Senate on Tuesday, with Republicans failing to push through a more flexible minority bill that also would have capped the number at 50 unless there was adequate on-site supervision of the dogs.
Louisiana, Pennsylvania and Virginia approved laws last year to curtail puppy mills, according to the Humane Society of the United States. In Washington, Gov. Chris Gregoire signed legislation similar to the one pending in Oregon.

Comments: Dear Pete, Kathy & Nancy I've read & reread several of the comments from people and it's obvious he made an impact on lots of lives, mine included. I was an "innocent" when I started with Cominco. Bob stepped in a few times in my defense, God Bless Him!!!! I'll never forget the kindness he and Janet showed me and some terrific dinners as well. I'm sure you will miss him terribly.

My deepest sympathies to you and the family. Your father was a great friend and mentor to me. He took me under his wing back in the 90’s and shared his experience and wisdom openly and selflessly. I so enjoyed our lunches and phone conversations over the years. His great intellect and humanity was such a pleasure to spend time with. Comments: Dear Peter, It is with great sadness that I write this note to extend to you my condolences in Robert passing. Bob was more than a friend to me, he was a mentor and confidant. Our relationship goes beyond two people who grew up in Trail. It started in the mid 60's when our work responsibility's brought us together and continued in excess of thirty years. Robert's willingness to show his knowledge and experiences with others was a quality that is not found in today's world.
I know Robert was responsible in a large degree in my appointment to Crystar as Operations Manager, a responsibility that I took very seriously and with great reverence.
Phyllis and I always made a point when we visited Spokane to contact Robert and meet for lunch, we considered this a high light of our summer vacations.
